That represents the threat of the opposing position convincing the members of the propagandist's group. Even if the producer of propaganda doesn't view the ideologues (thus far) as a threat, by their actions, they view the** ideology** as a credible threat.
I hate to be a downer.. but its just as likely it could still be hopeless and the propaganda just makes it easier for them to take things from us.
