To make your own distro, you will need two key things: a budget and people. Given how cutting budgets is also a thing with many government things, you run into danger of lesser maintenance standards of the distro as time progresses. Be it important as it may, the institutions will have to shell out money to make and support a standardized system. Using a mainstream or larger existing distro that also covers enterprise use cases can at least offset some of these troubles.
