When I lived in Washington there was a public access show that aired once a week at 1 or 2 AM called Mike Hunt for President. It was literally hardcore porn and homemade commercials for Marijuana. There was one particular tag line that stuck with me for years. "Marijuana, it's not crack."

This was over 20 years and aired on public access cable. I only watched a few episodes but I think it was all or mostly 70s porn. I was in college and had access to the internet so it was just kind of a novelty to me.
I don't know if SCAN considered obtaining V-chip encoding, which would've cost close to $2k that year for encoding equipment; perhaps their license forbade such encoding.
I looked up the Facebook page and apparently they've put the episodes up on pornhub
