Foundries have said they'd sabotage the machines if taken, so... computers won't be made for a while if that happens.
If I was to play devil's advocate, then I'd argue that the idea is that taiwan does not really have a choice. They'll pay and china won't move in.
Republicans lately have been siding with the larger power in every fight. I'd wager a pretty penny that trump would roll over if China invaded Taiwan.

The purpose of "military aid" is to pay back the defense contractors in your district for campaign contributions, so yeah he probably does think he will (sorta) get a cut.
