"Digitales Bafög sollte vieles leichter machen – doch bisher ist oft das Gegenteil der Fall. Studierende warten teils noch länger auf ihren Bescheid. (...)

Davon kann Martina Jobst, Sachbearbeiterin im Studierendenwerk Regensburg, nur träumen: „Aktuell ist der Stand, dass viele von uns mit den Weiterförderungsanträgen aus dem Jahr 2022 noch nicht fertig sind.“ Seit 1991 bearbeitet Jobst Bafög-Anträge. Sie kennt noch die Zeiten, als Anträge schriftlich bearbeitet und Datenblätter an ein externes EDV-Institut weitergeleitet wurden. Ganz so umständlich läuft die Bearbeitung nicht mehr ab, dennoch stapeln sich die Aktentürme. „Momentan gibt es einen enormen Mehraufwand, weil der Antrag digital ist, aber die Bearbeitung nicht. Früher kamen die Anträge per Post und wir konnten es direkt abheften. Jetzt muss man es immer ausdrucken, sortieren und zuteilen“, sagt Jobst.

In Bayern ist die Digitalisierung analog

Wie in allen anderen Bundesländern wurde vor zwei Jahren auch im Studierendenwerk Regensburg ein einheitliches digitales Antragssystem für das Bafög-Verfahren eingeführt. Die Problematik dabei: Studierende können die Anträge zwar online stellen, doch die Sach­be­ar­bei­te­r:in­nen müssen diese nach wie vor ausdrucken und in analoge Akten sortieren. Für die Sach­be­ar­bei­te­r:in­nen bedeutet das: unnötige Mehrarbeit. „Die ganze Papierflut führt zu Bearbeitungsstaus“, so Jobst. Hinzu komme, dass manche Studierende den Antrag über das Onlineportal stellten, ihre Unterlagen aber zusätzlich noch postalisch schickten. „Das muss man dann erst mal durchblicken.“

Als „Digitalisierung ad absurdum“ bezeichnet DSW-Geschäftsführer Anbuhl den aktuellen Stand: „Wir haben zwar den digitalen Antrag, aber es gibt keinen digitalen Bescheid und keine digitale Akte.“ Die Leidtragenden seien letztlich die Studierenden, die lange auf ihren Antrag warten müssten – und die Beschäftigten in den Bafög-Ämtern.
