TLDR: the first five weeks of 4000 series didn’t have 4080 yet and that’s what they are comparing it to.

It's actually a lie on the part of Nvidia. One of those corporate "it's not technically a lie", but there is still a clear premeditated intention to deceive stemming from malicious intent.

Even at the enterprise demos, the running joke is that Nvidia is fudging claims big time.
