He's talking about settlers attacking Palestinians.

The Hamas "did not happen in a vacuum".
Netanyahu has gone on record saying he has helped prop Hamas up in order to sow division between Gaza and the West Bank.
Hamas is now a convenient excuse to further colonize Gaza. Israel knew about the 10/7 attack more than a week in advance.
I'm not sure whether it would be political suicide for Biden to criticize Israel going into an election, but he sure seems to think so.
I wonder if he'd have anything else to say if this were his second term rather than his first. Or like, if Trump were firmly in prison and disqualified from election.
