Yep, it's widely known in English as a dipper. It's called different ways in Asia: https://en.wikipedia.org/wiki/Tabo_(hygiene)

Lavór. Or mosóteknő, tho this latter is for washing clothes, but I guess you can use it for cleaning yourself as well.
