What is your definition of racing? Is it simply anything that determines who is faster at something, or does it need to involve directly racing each other, being simultaneously on track and defending and overtaking to see who finishes first? That's what I thought racing was, and rally isn't that.

I see your point, especially considering there's speed rally and regularity rally (which isn't competing on who gets to the checkpoint faster, but closer to the right time). I'd still call rally racing though. That is, I don't see value in splitting it into it's own category. There's formula racing, stock racing, drag racing, rally racing... They're all racing. They're all different, yet all similar in higher or lower degrees.

Yeah that's kind of where my head was at, but considering the downvotes I guess I was way off base.

I would say the former. Your latter definition also excludes autocross

I always thought a race was setting off together and seeing who finishes first. I always saw it as one of those square/rectangle things: all races are tests of speed, but not all tests of speed are races. Can't remember if I was taught it specifically or just picked it up from somewhere.

Regardless, it's not meant to exclude anything, it's not a value judgement or a way to look down on anything. It's just easier to know what you're talking about with precise definitions.

Doesn't really matter anyway as the autoracing community isn't big enough to splinter into smaller communities.

I wouldn’t consider something being excluded as a negative, just more like a venn diagram thing. I think anything where you’re are competing on time is a race so that would include rally, time trials or autocross. Drifting, demolition derby, stunting etc would be motorsports but not racing.
