tldw Hamburg wanted to build an urban highway network, but it wasn't complete and they built some nice things in the space left over.

Neighbouring city Bremen had some similar ridiculous plans (code word 'Mozarttrasse' - Mozart artery), cutting right through one of the cultural hubs of the city, but they faced a lot of opposition and plans were partially scrapped. IIRC the protest was kind of simultaneous with student protest against tram price increases.
