Optics. They only sanctioned some "violent settlers", ignoring that the "israeli" state itself is responsible and letting it continue in reality.
Biden has also been bypassing congress to send "israel" weapons. He is actively supporting the genocide.
I'm not having a go, but you should probably google complicit. I don't think it means what you think it does.

He sanctioned... three settlers and two outposts. A very very tiny step in the right direction, but not the flex you think it is.
