I wonder why that's important. Does it really matter who the person is making and implementing the proposal? And if this is for students, what are the chances of them having a LinkedIn? If I read that, it would immediately trigger my inferiority complex.
IMO, if the person understands the source material, provides a good implementation plan, and doesn't sound like somebody fresh off the boat in the land of programming, CV, linkedin, and portfolios seem a little much.

Because they are selecting proposals for the program, which includes a stipend (https://developers.google.com/open-source/gsoc/help/student-stipends) of $1,500-$6,000 for the summer. So the process looks a little more like the process for applying for an internship.
