Isn't minimum wage lower in place where workers receive tips as part of their wage? Because if so, I'd say not tipping is equal to not being paid wage

Then it again comes down to volume. It'd be lot of work, so EU would need to spend money. I don't think they consider it a big enough problem (yet).

Maybe, yes. But now it feels like the bad guys are better equipped than the good guys and i dont like that.
