What do you mean by that? (English is not my native language)

We have a moderate amount of snow and relatively long winters here. Most people wear indoor shoes (slippers, Crocs etc) when inside, at least in their own home. At guests we either get them from the host or you walk on socks.

What does the weather have to do with that?

Gosh, I have that recurring theme that I want/need to call 112 (European 911) but mistype every time... Three digits. But I will fail every time.

That's incorrect.

Someone might be not breathing for a number of reasons. Most likely however, when you find them unconscious & not breathing on the street it's for cardiac reasons. And then a defibrillator is the one best treatment for that (if the heart has a shockable rhythm that is).

Someone can be in cardiac arrest and have an asystoly or PEA. In fact, whenever someone has an asystoly or PEA they are in cardiac arrest.
