It really is uplifting to see a government meet (and so hugely surpass) their climate goals. Living in America, you'd think it was impossible from the way businesses/politicians talk.

They were changed from African pygmies in later versions of the book. You can still find early copies which describe them explicitly as such:

I can vouch for this. I just bought a TNG era uniform from them and it's quite nice. Got every piece except boots, which they don't sell.
