transcribe voice messages for free

Not really. It's limited to two per week.

With this update, all users can convert up to 2 messages per week into text

At first I thought this is about letting random users transcribe 2 voice messages a week.

That would have been very weird and uncomfortable, but this limitation makes me think that the messages are uploaded to a transcription service.
If it would be run by Telegram, that's not really a problem as they already have access to the message contents, but if it's through a 3rd party.. how can I disable this for anyone for my messages?

Also, I expect this limitation to later be eased for premium users.

You got it wrong.

See the linked post. Transcription has been available for premium users for a while now.

Now free users get two per week too.

Meanwhile iMessage does it on every single one automatically. Still nice seeing the feature getting picked up though

Picked up? Apple fanboys are a special breed.

Apple added the feature in iOS 17 and both parties need to be on 17. Google Messages did it last year, Google Voice had it years and years ago.

but yes, Telegram picked it up from iMessage. πŸ€¦β€β™‚οΈ

Don't accessibility features of all modern operating systems do that anyway, just as incoming texts can be read aloud when I'm driving?
