Iirc, Orban blocked some. They are also at least somewhat justifiably concerned about Putin's nukes.

That said, there were restrictions on spending borrowed money for defense. Annnd why not let the US foot the bill if they were willing? Well this is why.

The US can no longer be trusted as a reliable defense partner, much as it pains me to admit it. I bet there are a lot of F-35 purchasers doing some serious soul-searching right about now. Macron sure seemed pretty (justifiably) smug about being able to offer to extend their nuclear umbrella.
