Small quibble, it's not occupied Palestine. If it was occupied then there'd be no excuse for bombing the civilians. Besieged Palestine, oppressed Palestine, Gaza prison, all of those are fine.
During different conflicts the US military had a collateral policy, depending on how important the target was. Ideally you try to kill the target by themselves, but if there are non-combatants nearby, if it's a high value target you could get n + 1, if it's a very high value target maybe n + 2. This bombing is in the n plus hundreds range.
