Because they've been told by the US they're not allowed to use their US supplied arms to do so. They've been asking for permission for at least a year. Refer also constraints placed on Ukraine

There is also the issue of

Batteries protecting major cities.
Munitions being limited.
What can be shot down depends on the altitude. See point 1.

Polish deputy prime minister says otherwise:

It's a choice by the Polish.
