I don't understand what you're telling us. But as a reminder, last year Ukraine was the one to abstain from voting in the Cuba blockade stop (still with the US and Israel voting against)
In order to not anger the US, is my guess (they need the support for fighting off the Russian invasion).
Russia did author this one, and it was in November 2021
