I am pretty sure it's a red herring. While I feel like she is the kind of person that would do it, her sister would sacrifice herself for the people.
Pretty sure she wouldn't want to disappoint her sister.
Yeah, that would make sense. It would definitely be an unsaintly move to abandon all the non-family, non-royal people in the kingdom to their fate. I could also see that turning into war as they try to get their saintess back, which would trouble Philia as well.
