I think South Korea will take them and even intervene if North Korea or Russia tries to. The South Korean Government is always looking for ways to gather intel and generally re-patriot North Koreans. Many northerners still have family in the south that were separated by the war and indeed (IIRC) SK is technically still at war with the NK as there never was a peace treaty signed.
And with NK joining, it can become a sort of proxy war for SK too. Especially now that they’re trying to position themselves as a larger arms supplier. Gives them a good excuse to provide Ukraine with more weapons. Maybe test out some of the stuff they’ve been sending and licensing to Poland.
Yes, this is exactly what South Korea needs to do. Show the world that they're on the side of the good and the just.

The other bit is that South Korea does not accept criminals - those get denied and sent back to North Korea even if they beg to stay.
