Looking at that, there's a few places that require registration, often as an anti theft thing.
Pyongyang seems to need a license, although if he lives there he's in more trouble than needing a bike license.
That whole article is a lot of words that says absolutely nothing.
I don't disagree, but it is at least pre-AI apocalypse.

Im asking for proof of this so-called bicycle registration and license. The link you provided doesn't clear anything up in the slightest. I cannot prove a negative.
How exactly does this work? Where do you put the license plate? Do you have pictures?
