There’s a “Make a gif” shortcut under shortcuts to do it for free.
There’s also a shortcut to add animated text to a gif, couldn’t see one for stationary. Although it looks simple enough to modify to add that feature.
Edit: I haven’t fiddled around with shortcuts as I haven’t had much use - but I do want to learn it, it’d be willing to make a shortcut to convert to a gif and give a choice to add text if you’d like.

I only discovered it myself recently after looking for a free/cheap gif maker myself, so happy to share my new knowledge.
