That's a sink plunger not a toilet plunger but by the baseboard and floor I'm going to assume this is a dorm room.
It always amazes me to see how many people mistakenly use a sink plunger for their toilets. It's one of those things that should be common knowledge, but isn't.
Did you know that you're supposed to use the suction to pull clogs out rather than push them down? Most people don't and plumbers love it.
If you don't know, forcing the clog further down the pipe can make it much harder to deal with if it gets stuck. With toilets, the only thing connecting the bowl with the drain is a wax seal that can easily fail under pressure.
