Linux is a family of open source Unix-like operating systems based on the Linux kernel, an operating system kernel first released on September 17, 1991 by Linus Torvalds. Linux is typically packaged in a Linux distribution (or distro for short).
Distributions include the Linux kernel and supporting system software and libraries, many of which are provided by the GNU Project. Many Linux distributions use the word "Linux" in their name, but the Free Software Foundation uses the name GNU/Linux to emphasize the importance of GNU software, causing some controversy.

You can't replace Android because those devices are locked down and have no open source driver available, but you can install various Linux distribution on top of Android. Check out UserLAnd or Termux.
You can replace Android with PostmarketOS on some Samsung Galaxy tablets
Those are very old models, btw. For the better or worse... At least they should be cheap and practically everything will do for a PDF reader. I'd just check if the display is still acceptable by today's standards before buying something. I know some of the low-end tablets come with sub-par displays to cut down on costs.
