I use Jellyseerr, which can hook into Jellyfin's authentication. You can set it to auto approve or require your approval for requests. It's great.

Unfortunately my external users don't have access to my jellyfin instance. Which is unfortunate because I enjoy it way more for Ersatz channels than I do Plex
Since I see no replies yet, I'll give a sort of answer. I use Overseerr and my own self hosted domain name with Cloudns so that I can let my friends/family connect to it remotely to request stuff.
It sounds like it's definitely not 1:1 with what you're asking for since it only does sonarr and radarr and is not something accessible from messengers, but figured I'd mention it because it's been great for me. I use it for myself to add new stuff as well so I never have to go into the individual sonarr/radarr instances to add stuff.
Thank you for the suggestion! I could try and see if my user pool would give that a shot but, I have some pretty tech illiterate people using my services.
My partner has embraced overseer though so it's been a win in the acceptance stack in that regard. . since they don't use Discord
If you are using Plex, you can also configure jellyseerr to monitor the Plex watchlist and it will then auto-grab any missing media via sonarr and radarr. That way they potentially don't have to learn any new software. Not sure if overseerr can also do that as I haven't used it, but may also be an option.
