No, Sisi led the ouster of Mursi. Mursi had become president of Egypt in 2012, a year before Sisi led his ouster. The implication is that Mursi was oustered from the presidency.

At the time of the ouster, Sisi was the (?an?) army chief and Mursi was a member of the Muslim Brotherhood. It is unclear if Mursi is still a member. It is clear that Sisi is no longer the (?an?) army chief as Sisi is now president.
