DOST scholars have a 5-year tie up after graduating their bachelor’s degree, so these kind of scholarships-with-tieups aren’t anything new if the goverment will pursue with this one

If I recall that if they did break the bond they have to pay a fine right? was never really told how much it was but I imagine na it's enough for what the job abroad offers to be worth it since yung isa friend ko who is serving a bond apparently knows alot who broke it right away

Lol, most people don't want to leave their homeland. The best way to make people stay is by having a stable society with plenty of jobs! But no... corrupt politicians do not invest in their people.
